    Does a cop thinking "is it just me or does that kid look young?" fall under reasonable suspicion?

    Yes it is reasonable suspision but not probable cause. You have 21 yr olds that look like their 18 but are legally able to buy beer, do cops stop them everytime they go to the liquor store?

    But isn't reasonable suspicion all they need to detain you and you be legally obligated to give them your ID?

    No they need probable cause to detain you, put it this way the cops don't know your under age unless you tell them.

    Further explaination: cops see a person buying beer and he looks like an 18 yr old (hunch), they approach the suspicious person and start questioning him/her and asks for an id (recommend knowing your state laws if you have to produce an id if a cop asks). They (cops) have nothing but a hunch that the said person is underage. The questionee hands the cop a fake id (not recommended) the cop can check and see if the id is real (highly likely) or accept that he really is 21 and lets him leave. The cop goes to his cruiser and finds out the id is a fake (probable cause/reasonable suspision). The cop detains the person and you know the story from there.

    Reasonable suspicion is a legal standard of proof in United States law that is less than probable cause, the legal standard for arrests and warrants, but more than an "inchoate and unparticularized suspicion or 'hunch'

    Looks like you're right, but cops are not going to detain someone just because he looks 18 and he's buying beer. Cops will detain someone (and later arrest) because he is 18 and buying beer.

    In Canada they have a travel warning that the cops in the US can stop and seize your belongings without evidence of wrong doing.

    It's literally Canadas mexico these days.
